How We Choose the Best Online Sportsbooks for California
Our review team explored almost 80 online sportsbooks to find the best options for California residents. From signing up to cashing out, we do our best to ensure a smooth and fair betting experience. Here are our strict criteria to assess online sportsbook features:
Availability in California
We make sure to only promote sportsbooks that adhere to the latest California online betting laws. If you can’t access the site in California, then we’re not interested!
Safety and Security
California is home to the world’s biggest global tech hub in Silicon Valley. So, it’s no surprise Californians take cybersecurity very seriously. We stress-test each CA betting site for safety and security measures. This includes transaction methods, security software, account protection, and safeguards against problem gambling.
Payment Options
The best CA sportsbooks offer secure payment methods, including credit cards, bank wire, and e-wallets. We pay special attention to crypto since California is home to some of the US’s biggest crypto exchanges. So, we look for sites that offer a range of cryptocurrencies like Tether, Litecoin, and Bitcoin.
California Sports Coverage
Sports betting sites cover many different events and games, but we ensure our best-reviewed sites are relevant to the Golden State. We look for sportsbooks that feature Californian sports teams like the Golden State Warriors and LA Dodgers. These championship teams attract millions of sports bets when they play.
Competitive Odds
We compare various CA sportsbooks to find the most consistently competitive odds. We also give extra points for sites with great odds on the teams Californians are most likely to bet on, such as the Lakers, Warriors, or 49ers. Moreover, we also include popular out-of-state teams like the Boston Celtics and Green Bay Packers.
Customer Support
We look for betting sites that go the extra mile regarding customer support for CA bettors. Access to 24/7 live chat is a must. We also prefer phone and email support. Extra credit goes to sites with accounts on Meta or Twitter, both of which operate out of California. These public forms of communication are a good sign that websites aren’t afraid of public scrutiny.
Mobile Compatibility
More than half of online sports bets are placed via mobile devices in the USA – and California is no different. All our recommended sites are friendly for mobile and responsive to fit phone and tablet screens.
Is Online Sports Betting Legal In California?
Currently, California has yet to legalize online and retail sports betting. Still, California betting laws only prohibit sportsbooks from operating within the state. So, locals can enjoy online offshore sportsbooks whenever they like.
The Golden State does not offer any in-state options for betting on sports. The only exception is horse racing throughout the state.
Sportsbooks are actively seeking licenses to operate within the state. So far, California’s legislature has failed to pass any proposed bills. The most recent bills, Prop 26 and Prop 27, did not pass the public vote in November 2022.
What Were Prop 26 and Prop 27?
In 2018, the Supreme Court amended the Professional and Amateur Sports Protection Act. This opened the door for many states to regulate sports betting, both in-person and online. Four years later, two bills aimed at opening up Californians’ access to online gaming — Prop 26 and Prop 27.
Prop 26 would have allowed in-person sports betting at horse racing tracks and tribal gambling. Prop 27 would have permitted online sports wagering at in-state betting sites. The likes of DraftKings and FanDuel were ready to set up in California if Prop 27 passed.
However, both propositions failed to pass through the State Assembly following a public vote. This meant that players, for now, can only bet online in California via offshore sites. DraftKings and FanDuel are not available.
Why Is Betting on Horse Races Legal in California?
While California restricts sports betting, horse race wagering is more accessible. Horse racing is one of the oldest and most popular gambling traditions in American history. California permits online pari-mutuel horse race wagering at licensed venues only. Chances are, this will change when sports betting becomes legal in California.
California Sports Betting Timeline
The history of California sports betting goes beyond the federal government’s decision to relax gambling laws in 2018. Let’s look at the most recent events that have helped shape the state’s timeline.
-
As of March 2025 offshore online sportsbooks remain the best option for betting online in California.
-
New Californian legislative session begins. It remains unlikely that any further motions will be tabled in favor of gambling legislation before 2024.
-
Californians reject both Prop 26 and Prop 27 and instead vote to maintain the current state gambling legislation. Tribal operators criticize bigger brands for being “arrogant” and overplaying their hands after spending millions of dollars on promotional material.
-
DraftKings, FanDuel, and BetMGM spend $189M on a campaign to pass Prop 27 (California Mobile Sports Betting Initiative). If passed, Prop 27 would let these private sportsbooks operate within California.
Meanwhile, tribal casinos spent $237M on a campaign to pass Prop 26 (California Tribal Sports Betting Initiative) but kill Prop 27. This bill allows them to offer retail sports betting and horse track bets.
- The mobile sports betting initiative filed by US sportsbooks in 2021 has enough signatures for the November ballot. Prop 26 and Prop 27 will now be put to a public vote.
-
The California Native Tribes’ measure has enough signatures to be on the ballot. If passed, sports betting at tribal gaming will be legal.
-
Three tribes try to stop the operator initiative for mobile sports betting that is backed by the US sportsbooks.
-
The battle to control sports betting in the state ensues.
-
Two California card rooms, Hollywood Park and Cal-Pac Rancho Cordova, sue the California Secretary of State over the tribal initiative that was filed in August. A second lawsuit was then filed in March 2022 in another attempt to halt the initiative. As of May 2023, there has been no movement on this.
-
A ballot initiative was filed for mobile sports wagers by US sportsbook operators like FanDuel, DraftKings, and BetMGM. There is already an existing initiative for sports wagering at tribal operators.
-
The same tribes again block in-person betting and gambling motions before they reach the state Senate.
-
Tribes oppose proposals put to the state Senate to allow certain outlets and gambling establishments to host in-person betting and gambling.
-
Voters pass Prop 1A. Class III gambling activity is now permitted on tribal land.
-
The Gambling Control Act is passed in California, which finally provides a regulatory framework for legislators to work on. Before the Act there was no specific gambling regulation in the state.
The Future Of California Sports Betting
It’s difficult to know what will happen to sports betting in California. The public rejection of Props 26 and 27 means in-state operators are unlikely to emerge for at least another year. DraftKings and BetMGM are still seeking alternate legal avenues into the state. However, politicians won’t see drafts of legislation until at least 2024.
Even then, voters were put off by the wall-to-wall advertising of Props 26 and 27 and turned away from those brands. Sports betting platforms will need to be smarter in how they present new legislation in the future.
For now, Californians are better off wagering at offshore online sports betting sites to find the odds and bonuses they’re looking for. Legislative change could come by the end of the decade, especially if other big states like Florida permit in-state gambling. But for now, the Sunshine State is not progressing on this issue.
How California Sports Betting Compares To Other States
California has one of the biggest potential sports betting markets in the United States, at an estimated size of $3B annually. However, it remains one of 13 states that is yet to legalize in-state gaming.
States like New York and New Jersey permit mobile wagering at in-state sportsbooks like FanDuel and DraftKings. Meanwhile, California players still need to access out-of-state sportsbooks if they want to make bets online.
Nevada generates up to $70M in monthly sports betting revenue during the NFL and NCAA College Football season. Over in New York, monthly revenues regularly break past $100M. Even Delaware, with a population 2.5% the size of California, averages over $1M a month in state taxes exclusively from sports betting activity.
Californians can travel to Nevada to place bets at a physical location. Oregon only allows one in-state mobile sportsbook called DraftKings, though this number is likely to grow.
