Andrew Cuomo (-350)
Andrew Cuomo is the former governor of New York and is currently favored to win the mayoral race. Cuomo gained national popularity in the early days of the pandemic when he would make videos explaining the COVID-19 pandemic but was pushed out of office by a sexual misconduct scandal in 2021.
While Cuomo hasn’t officially entered the mayoral race at the time of this writing, he’s been reportedly preparing for months and is on the cusp of a campaign announcement.

Cuomo’s strong connections and recognizability make him a strong candidate and the most likely winner, if he indeed enters the race.
Adrienne Adams (+1000)
Adrienne Adams is Speaker of the New York City Council and reportedly being pushed to challenge Eric Adams and former Governor Cuomo in the mayoral primary. New York Attorney General Letitia James is among Cuomo’s rivals and is behind the push for Adrienne Adams.

Adrienne Adams has also pushed back on Eric Adams’ increasingly conservative policy positions, like his support for Trump’s restrictive immigration policies.
Eric Adams (+1200)
Eric Adams’ mayoral term has been marked by scandals. His most high-profile one, which led the governor to consider removing him, concerned illegal campaign contributions he took from Turkish officials in exchange for favors.
For example, he accepted luxurious upgrades on Turkish Airlines in exchange for waiving fire inspection requirements for the new Turkish consulate in New York. Federal prosecutors indicted Adams in September 2024, and the Trump administration dropped those charges in February.

Now the unpopular mayor is in a fight for his life as he tries to recover from his scandals and proximity to Trump in a Democratic stronghold.
Zohran Mamdani (+1200)
Zohran Mamdani is a self-described Democratic Socialist who has performed well in recent mayoral polls. Mamdani is an assemblyman from Queens who polled second behind Cuomo in a recent Tusk Strategies poll.
Among the progressives, Mamdani is the most competitive, with $641,000 in one fundraising round.

He has a record which includes populist policies like frozen rent and free bus travel. However, he has also accused Israel of committing genocide in Gaza, going so far as to say he’d arrest the Israeli prime minister if he came to New York City. The city that Mamdani hopes to govern has one of the largest Jewish populations in the world, so he has created an opening for his opponents.
Key Issues in the New York City Mayoral Election
A People’s Pulse survey released in February 2025 found that some of the most important issues to New York City residents are:
- Housing prices
- Public safety
- Mental health
Each of these issues is important on their own. New York City is notoriously expensive, and a walking city requires safe streets. Work rhythms can also make residents isolated among the mass of people each resident shares the city with.
But all three issues are related to one crucial issue: homelessness. The survey found that New York City residents broadly have compassion for homeless people. However, there have also been some viral incidents with violent and mentally ill homeless people on New York City subways. Commuter concern has put public safety and mental health on the public agenda together.
So, the next mayor will face the challenge of implementing a compassionate and affordable solution to reduce homelessness in one of the country’s most expensive cities.
New York City Mayoral Election 2025 Polls
As of the end of February, polling data is light on the mayoral candidates. There are two polls that show basic patterns. One is the Tusk Strategies poll, which has ties to Andrew Cuomo. The other comes from Unite NY/Citizens Data.

Both polls show Cuomo ahead, which is unsurprising given the political career he’s had and the infrastructure that is likely built to power his campaign. That’s the only thing they have in common.
The Tusk Strategies poll is likely more reliable because it’s a survey of likely Democratic voters instead of registered voters in New York City. The Democratic candidate is likely to win the mayoral race, especially as Democrats bristle at Trump and Musk’s DOGE cuts. So, the candidate that Democrats choose is likely to win.
Astute bettors will notice that the Tusk Strategies poll aligns more closely with BetOnline’s New York mayor odds than the Unite NY poll.
New York City Mayoral Election 2024 Prediction and Best Bet
My prediction is that Governor Cuomo will make his comeback and win the New York City mayorship. Ever since he’s left office, he’s been working on recovering his image. The mayorship of the United State’s largest city is also a high-profile position that he could relaunch a political career from.
The former governor was also able to become an admired figure that contrasted with Trump’s bombast during the pandemic. Cuomo could bring that same skillset to a party that is struggling to define itself after its electoral losses in 2024 and inability to focus on a target to direct voters’ rage onto.
Although, Elon Musk is becoming that figure. Whether anger at Musk has significant electoral consequences remains to be seen.
Cuomo’s national experience makes him the favorite for a good reason, so that’s the best betting prediction for next New York City mayor.
